Overview:

The Tobacco Industry and Marketing Board (TIMB) is the regulatory and developmental authority mandated to promote, sustain, and transform Zimbabwe's tobacco industry. TIMB is spearheading the Tobacco Value Chain Transformation Plan (TVCTP), which aims to enhance the sustainability, value addition, and global competitiveness of Zimbabwean tobacco.


TIMB has retained TM Industrial Psychological Services to assist in the recruitment and selection of a dynamic and experienced Chief Operating Officer (COO).


Summary of Duties:

- Lead the execution of TIMB's strategic direction in line with the TVCTP and national development objectives.

- Drive value addition and beneficiation initiatives to promote local processing and reduce raw leaf exports.

- Champion sustainability and Environmental, Social, and Governance (ESG) programmes, including climate-smart agriculture, afforestation, and environmental stewardship.

- Oversee contract farming, compliance, grower viability, and transparent funding mechanisms.

- Promote local and international market development, diversification, and stakeholder engagement.

- Spearhead innovation, digitisation, research, and mechanisation to boost industry competitiveness.

- Strengthen regulation, governance, compliance, and institutional systems for orderly marketing.

- Coordinate regional and global trade engagements to enhance Zimbabwe's presence in international markets.

- Oversee operations, budgets, and performance to ensure operational excellence.

- Engage with stakeholders and internal teams to ensure continuous feedback and alignment with transformation objectives.

- Strengthen institutional systems, governance frameworks, and compliance mechanisms.

- Champion strategies to curb side marketing, non-compliance, and illicit trade across the industry, as well as safeguarding grower viability, contractor integrity, and national revenue.


 Person Specifications:

- Must have a relevant Agriculture Degree.

- A master's degree is required for the role.

- Extensive experience in the agricultural sector, with a strong focus on tobacco operations.

- At least 7 years of senior leadership experience in agribusiness, manufacturing, trade, or regulatory environments, with exposure to international markets.

- Proven track record in strategic execution, operational leadership, sustainability, and value chain transformation.

- Strong financial acumen and experience in managing large budgets and complex stakeholder ecosystems.

- Excellent negotiation, stakeholder engagement, and communication skills.

- Demonstrated ability to lead innovation, change management, and institutional reforms.
