Tongogara Rural District Council is inviting applications from suitably qualified and experienced persons to fill the position that has arisen in the Planning and Land Management Department
QUALIFICATIONS AND EXPERIENCE
- A degree in Rural and Urban Planning or Spatial Planning and Development from a recognised University in Zimbabwe
- Relevant Masters degree is an added advantage
- A minimum of 4 years of experience in local government, Spatial Planning at middie management level or better
- A clean Class 4 Driver’s License and a defensive driver’s license a must.
- Candidates must be at least 30 years of age.
- Membership of Zimbabwe Institute of Rural Planners (ZIRUP).
- No criminal record within the local government sector.
- Proficient in CAD, GIS, and other planning designs software.
KEY RESULTS AREAS
The successful candidate will be responsible for the
following key results areas:
1. Master and Local Plans: Productian and review of master plans and local plans to ensure sustainable development within the district.
2. Land Evaluation: Conducting land evaluations for all areas under Cauncil jurisdiction and maintaining comprehensive evaluation records.
3. Development Coordination: Coordinating all development activities and development control measures in the district to ensure compliance with planning regulations.
4. Advisory Role: Advising the Chief Executive Officer on the preparation of district development plans, ensuring alignment with strategic goals.
5. Layout Plans: Preparing layout plans for the development of land designated for public, industrial, commercial, and residential purposes, in consultation with relevant government departments
6. Growth Points and Service Centers: Developing plans for growth points and rural service centers to enhance local infrastructure and services.
7. Development Cantrol: Providing guidance to the Chief Executive Officer on development control and the administration of the Regional, Town and Country Planning Act, along with other relevant legislation.
8. Appeal Cases: Handling appeal cases in consultation with relevant Council departments ta ensure fair and just outcomes
9. Building Plans Assessment: Assessing and approving building plans to ensure they meet regulatory standards
10. Land Use Advisory: Advising the Chief Executive Officer on specific types of land use, including levels of fees, unit tax lease fees, and application fees
11. Project Management: Overseeing the planning and implementation of projects, including monitoring ,reporting, and liaising with various stakeholders
12. Project implementation Plans: Reviewing and amending existing project implementation plans and developing work programs based on these amendments
13. Tendering Process Management: Managing the tendering process for the procurement of specialist services and supervising contractors and consultancies engaged.
14. Budget Management: Ensuring the preparation, implementation , manitoring, and control of the committee budget
15. Spatial Plans Preparation: Preparing development and spatial plans to guide future growth and development
16. Monthly Reporting: Preparing monthly reports on progress made on activities outlined in the annual work programs.
17. Policy Papers and Reports: Assisting in the preparation of position and policy papers, reports, contract documents, and other relevant documentation
18. Committee Servicing: Servicing the Spatial Planning and Land Management Committee to facilitate effective decision-making
19. Meeting Attendance: Attending departmental meetings, relevant council committee meetings, and other meetings as required.
20. Departmental Budget Preparation: Preparing the departmental budget to ensure financial accountability
21. Annual Plan Production: Producing and reviewing the Departmental Annual Plan to align with strategic objectives
22. Implementation of Annual Plan: Ensuring the effective implementation of the Departmental Annual plan
23. Additional Duties: Performing any other duties as assigned by the Chief Executive Oficer
