Key Job Functions

Serve as Head of the Town Planning Department

Supervise staff within the department

Prepare the department’s budget and annual plans

Develop Masterplans, Local Plans, and Layout Plans

Manage town planning development control and applications

Ensure compliance with planning frameworks and legislation

Make oral presentations to relevant Council Committees

Membership of a relevant institute such as the Zimbabwe Institute of Rural and Urban Planning (ZIRUP)

At least 5 years post-qualification experience in middle management within Spatial Planning

Zimbabwean citizen

No criminal record

Proven record of service within the Local Government Sector

Valid Class 4 Driver’s License

Evidence of spatial planning projects executed (attach proof)

Key Job Functions

Conduct routine premises inspections to ensure business operators comply with Council By-Laws, regulations, and statutes

Enforce laws related to Council By-Laws and other statutory regulations

Coordinate training programs for Municipal Police personnel

Carry out routine patrols and security checks on public properties, infrastructure, and assets in Ruwa

Develop controls and measures to prevent theft and vandalism of Council property

Develop and implement security strategies and policies

Provide security solutions to the Council to maintain a safe work environment for all stakeholders

Liaise with other law enforcement agencies on security matters and conduct joint operations

Submit weekly, monthly, and ad hoc reports on Municipal Police operations to the Head of Department

Ensure compliance with Council’s risk management policies

Conduct special investigations related to municipal police matters

Supervise subordinates within the Municipal Police Section

Minimum Job Requirements

Degree from a recognized University in Police and Security Studies or an equivalent qualification

Five (5) Ordinary Level passes, including English Language and Mathematics

3 to 5 years relevant work experience in a similar position

Knowledge of prosecution, criminal law, and Court procedures

Proficiency in the use of firearms and handling of police dogs
