Position : REGIONAL COMPLIANCE OFFICER X 5

Overview:

The Zimbabwe Energy Regulatory Authority (ZERA) is a statutory body mandated to ensure the provision of a level playing field for safe, reliable and sustainable energy supply through effective regulation. ZERA seeks the services of a highly competent and results oriented individual to actively contribute to the execution of this mandate.


Reporting directly to the Regional Operations Manager, the Key Job Functions of this position will be:


- Facilitating licensing or registration of fuel and LPG operators in the region.

- Carrying out routine and pre-licensing inspections for fuel and LPG sites.

- Carrying out compliance monitoring to ensure all fuel and gas operators licensees are compliant to licensing, pricing and technical requirements.

- Initiating and administering the prosecution of operators violating licensing, pricing and technical regulations and standards.

- Ensuring returns are diligently submitted by all licensees.

- Maintaining an accurate database of petroleum and gas operators in the region.

- Facilitating and conducting training of LPG and fuel operators on petroleum standards and regulations.

- Assisting with investigations of complaints/disputes/incidents/accidents in the petroleum industry.

- Participates in regional consumer and stakeholder education and awareness programs.

- Carrying out any other related duties including liquid fuel sites inspections and audits as assigned by Supervisor from time to time.


Key Job Requirements:

The successful candidate for this position should meet the following criteria:


- Four-year degree in Civil or Mechanical or Fuels & Energy or Chemical Engineering from a recognised technical training institution or university.

- At least 3 years experience in the petroleum industry covering LPG and Fuel installations.

- Demonstrated knowledge of safety, health, environment and quality systems for the petroleum industry.

- Knowledge of petroleum industry standards and codes will be an added advantage.

- Clean class 4 driver’s licence is a necessary.
