Position Title:  Procurement Officer

Key Responsibilities

1.  Procurement Operations

    - Manage all local and international procurement activities.

    - Place orders, process purchase requisitions, and ensure timely delivery of goods and services.

    - Develop and implement procurement plans in line with strategic objectives.

    - Collaborate with departments to forecast procurement needs and ensure timely availability of required goods and services.

    - Participate in budgeting and planning sessions to align procurement activities with organizational priorities.


2.  Supplier Management

    - Source, evaluate, and select suppliers based on cost, quality, and service.

    - Develop and implement a supplier evaluation program.

    - Handle supplier communications, negotiate contracts and terms.

    - Manage and mitigate risks through effective implementation of service level agreements.


3.  Contracting & Bidding

    - Prepare bid documents and contracts in line with procurement regulations.

    - Coordinate bidding processes including bid openings and evaluations.

    - Negotiate terms, terms, and contracts with vendors.


4.  Costing & Payment Oversight

    - Perform costing for product inputs and ensure timely data entry.

    - Sign off on local supplier payments and maximize favorable payment terms.

    - Prepare weekly rigid reports and analyze procurement trends.


5.  Compliance & Regulatory Adherence

    - Ensure compliance with the Procurement Act and organizational procurement policies.

    - Submit procurement-related forms to the Procurement Regulatory Authority of Zimbabwe (PRAZ) on compliance matters.

    - Conduct ad hoc reports and evaluations to the Accounting Officer as required.


6.  Inventory & Delivery Management

    - Track deliveries, manage inventory levels, and ensure timely replenishment.

    - Maintain a current database of suppliers: pricing and delivery schedules.

    - Monitor supplier performance and receive and resolve delivery or quality issues.


7.  Cross-Functional Collaboration

    - Work closely with finance and operations to meet procurement needs.

    - Report monthly and weekly reporting, including forecasting and input planning.


8.  Administrative & Other Duties

    - Maintain accurate procurement records and handle procurement-related forms tasks.

    - Perform any other duties as assigned by the supervisor to support procurement functions.


Requirements

1. Bachelor's degree in Purchasing & Supply, Supply Chain Management, or related field.

2. Postgraduate Diploma in Purchasing & Supply (added advantage).

3. Minimum of 2 years in a procurement or purchasing role.

4. Valid Class 4 Driver's License.


Skills

- Strong understanding of the Public Procurement and Disposal of Public Assets Act.

- Familiarity with Electronic Government Procurement (EGP) systems.

- Knowledge of procurement principles, practices, and legal requirements.

- Proficient in procurement software and MS Office Suite.

- Excellent communication and interpersonal skills.

- Strategic thinker with high integrity.

- Ability to work under pressure and meet deadlines.
