2. Procurement Assistant (Regional)


Job Purpose

This role is designed to support the Procurement Manager, ensuring that procurement activities adhere to the relevant regulations established by the Procurement Regulatory Authority of Zimbabwe (PRAZ) and conform to the Institution’s Procurement Policy and Procedures.


Primary Duties

- Coordinate procurement activities within the Region under the guidance of the Head of Department.

- Prepare the Annual Procurement plan for the Region.

- Assist in consolidating the procurement plans from various departments.

- Support the complete procurement cycle, including all tendering processes.

- Aid in the drafting of standard Bidding Documents.

- Receive procurement requisitions from the respective user departments.

- Source quotations for assigned goods and services as needed.

- Prepare comparative schedules for approvals.

- Communicate with suppliers by sending purchase orders and ensuring timely deliveries.

- Maintain comprehensive procurement records.

- Provide secretarial support and technical advice to internal Evaluation Committees.

- Collaborate with the Finance Department to track supplier payments.

- Assist in overseeing contracts concerning performance, deliverables, and expiration dates.

- Help in compiling ad hoc, monthly, quarterly, and annual procurement reports and returns.

- Perform any other responsibilities assigned to the unit by the accounting officer or procurement entity.


Candidate Requirements

- Minimum of 5 Ordinary levels, including Mathematics and English.

- A CIPS Diploma at level 4 (this is an advantage).

- A degree in Supply Chain Management or Procurement.

- At least 2 years of experience in procurement, including 1 year in a public procurement setting.

- Capability to work under pressure and during irregular hours.

- Proficiency in computer use and familiarity with Microsoft Packages.

- Highly organized with effective time management abilities.

- Strong understanding of public procurement management.

- Excellent communication and interpersonal skills.

- A collaborative team member who is both innovative and analytical.


Competencies and Skills

- Unquestionable integrity that aligns with the expectations for the behavior of procurement officials as outlined in the Act.

- Good report writing skills.

- Ability to operate both independently and as part of a team.

- High attention to detail, accuracy, and analytical capabilities.

- In-depth knowledge of the Public Procurement and Disposal of Public Assets (PPDPA) Act {Chapter 22:23} and PPDPA Regulations {Statutory Instrument 5 of 2018}.
